Basic information:

Entry:  Bulgaria is not part of the Schengen area; therefore any flight from/to another country must arrive/leave for/from an international airport and clear customs/immigration controls.  
FPL: A flight plan is compulsory for all VFR and IFR flights in Bulgarian airspace.

Microlights: According the European Microlight Federation, permission for foreign-registered microlights is compulsory for entry to Bulgaria. (www.aero-hesbaye.be/...flying_in_Europe.pdf)
